The Outbound Rails: 72 Hours Taiwan's Capital Flowed Off the Island

Foxconn's $1.20B, NDC's NT$60B, TSMC's Texas, Aegis-SiPearl — the 5-year map the TSMC earnings noise hid

Taiwan Outbound Capital Deployed, 72 HoursDDR5 16Gb Spot: The Demand Price Tag Behind the Outbound Decisions

Thesis: Capital Flowed Outward

The 72-hour window was dominated by noise — TSMC's blowout earnings yet share decline, Meta earnings dragging SOX down nearly 7%, Tesla slashing capex while Meta hiked it. Beneath the noise, four quieter and more permanent decisions stacked up: Taiwan capital moved outward. On Oct 23, Foxconn's (2317) board approved $1.20B of capital injections into Singapore, France, and Czech subsidiaries. Taiwan's National Development Council (NDC) doubled its overseas semiconductor supply-chain financing facility from NT$30B to NT$60B (~USD 1.9B). TSMC CEO CC Wei (魏哲家) confirmed on the earnings call that Texas is "under active evaluation" as a second US site. In the same window, Aegis Group (神盾, Shen-Duen, 6462) signed a strategic partnership with France's SiPearl on an ARM-based CPU chiplet platform — witnessed by both countries' ministers of economic affairs. Four events, 72 hours, one direction.

This is not retreat. Taiwan's September manufacturing production index hit 143.31 (+20.21% YoY), a 31-month record streak, and export orders cleared $114B for the first time ever. Domestic utilization is rising. What's new is that Taiwan is also pre-planting its supply-chain DNA on destination soil.

Foxconn's $1.20B — Three Continents, One Question

The board allocation is the message. ~$1.10B (92%) went to Singapore-based eCMMS Precision, with smaller tranches to France and Czech subsidiaries. Singapore is the ASEAN server/network ODM service hub, France is the beachhead into European sovereign AI (SiPearl, Mistral, EuroHPC), Czech is the EU-interior assembly and logistics node. Foxconn knows where the racks it builds are going. North America is already wired. The next wave is ASEAN and Europe. 92% of a $1.20B package into Singapore is Foxconn's own view on 2027–2028 rack-demand geography.

NDC's Doubled 'Taiwan Model' Fund

Taiwan's NDC expanded its overseas semiconductor supply-chain support facility from NT$30B to NT$60B. The stated purpose is financing for SME materials and equipment suppliers expanding into the US, Japan, and Southeast Asia. The implicit message is bigger: the government is officially bankrolling Taiwan's supply chain operating abroad. That is a departure from the traditional "keep it on the island" posture. Private capital (Foxconn) and sovereign financing (NDC) now point the same way.

TSMC Texas — Arizona Was Act One

CC Wei confirmed Texas as a second US site under active evaluation. With Arizona Phase 4/5 still ramping, floating Texas means pivoting to a second US campus strategy. Morgan Stanley now sees TSMC's 2027 revenue reaching NT$8T on AMD's CoWoS orders tripling — Lisa Su is the swing factor. Baked into that is the arithmetic that mainland Taiwan CoWoS cannot alone absorb that growth. For context: Q3 net income was NT$763B (+68.7% YoY, EPS NT$29.43), a sixth straight record, yet the stock sold off — valuation de-rating, not demand de-rating.

Aegis × SiPearl — Taiwan Chiplets for Europe's Sovereign CPU

The most under-priced news. Aegis Group signed with France's SiPearl on an ARM chiplet CPU platform — witnessed by both ministers of economic affairs. That is industrial diplomacy, not a commercial contract. SiPearl designs Europe's EuroHPC Rhea processor and is the EU's only high-end CPU designer. Taiwan is inserting chiplet manufacturing and packaging into Europe's sovereign-AI stack — angling to become the preferred supplier for an ecosystem that is actively trying to reduce NVIDIA dependency. In the opposite direction, within the same 72 hours, the US Commerce Department signed CHIPS Act letters of intent for up to $389M in grants for vertical GaN power semiconductors, fusion, and quartz. Taiwan's outbound capital meets US active inbound subsidy at the same intersection where TSMC's Texas decision sits.

Why This Matters More Than TSMC/Meta Volatility

The week's dominant narrative was short-term positioning. The opposite news — Foxconn's $1.20B, NDC's doubled fund, TSMC Texas, Aegis-SiPearl — redraws the 5-year map. The backdrop is explicit: AWS CEO Andy Jassy said capacity is fully committed for 2026, largely sold out for 2027, and meaningfully pre-booked into 2028. Jensen Huang said no memory oversupply before 2029. Capital is moving against two years of locked demand. DDR5 16Gb spot at $61.267 (Oct 25) is the current price tag on that demand.

Positioning

  • Foxconn (2317): Hidden by short-term capex headlines, but the $1.10B Singapore injection is a signal of EMS platform geographic rebalancing. It is a participant's view on 2027–2028 rack-demand distribution. Buy.
  • TSMC (2330): Post-earnings pullback is valuation de-rating. The NT$8T 2027 scenario depends on Lisa Su (AMD) as the swing factor. Morgan Stanley NT$2,230 floor holds.
  • UMC (2303): The APP Technology Silicon Capacitor partnership is a mature-node renaissance play in the AI power-delivery layer. Same picture as PSMC's guided 10–20% mature-node price hike for 2027.
  • Wiwynn (6669): The 70% "collapse" from NT$7,000+ to NT$2,000+ is a mechanical ex-rights adjustment from a ~1:1.9 stock distribution — not a crash. Analysts flag it as a buy point.
  • Hedge: US midterms (Democratic congressional control could crimp data-center subsidies) and French political risk are Q4 volatility sources. Diversified ETF dip-buy preferred.
