Japan's return to the compute layer isn't opportunistic — it's synchronized to the GPU-to-custom-silicon pivot.
Three signals aligned in the same 72 hours
On September 12, Fujitsu formally announced it will ship its 2-nanometer Monaka AI CPU — fabricated at TSMC — to US and Asian data-center customers starting in 2027. The ARM-based IP forged inside the Fugaku supercomputer is now graduating into a server-class CPU aimed squarely at the Intel/AMD x86 stronghold. After more than a decade of near-absence from the global CPU stage, Fujitsu is walking back onto it — and it is walking back not with a general-purpose GPU but with a custom CPU.
In the same week, Broadcom's earnings pushed one message in one direction: the center of gravity in AI infrastructure is moving from general-purpose GPUs to custom silicon. Toyo Keizai read it as "the next step in 60 years of semiconductor evolution." JBpress went further and declared that AI leadership is shifting from GPU to CPU + memory. Beneath the noise of hyperscaler ASIC programs, Broadcom's numbers made the trend a fact.
And Zeiss reported its AI-semiconductor-related sales had jumped 2.2x year-over-year (Nikkei, 2026-09-12). The virtual monopoly on ASML lithography optics and inspection modules doesn't ramp 2.2x on rumor — that curve is a direct read on advanced-node custom silicon actually entering fabs.

Why Monaka isn't an accident

Second, Japan's domestic advanced-packaging and chiplet market is expanding in the same window. The value chain they describe — HBM interposers, CoWoS-analog assembly, silicon interconnect — is precisely the stack Monaka requires.
Third, market acceptance of custom silicon has been confirmed by hyperscaler purchasing. On September 12 India's Yotta announced a $12B AI infrastructure plan with 40,000 units each of Vera Rubin and GB300 — but Broadcom's earnings, in the same 72 hours, confirmed that custom ASICs are carving a meaningful slice out of the GPU pie. The ring is aligning
Monaka itself is Fujitsu's project. But the ring around it is shared across the entire Japanese semiconductor stack.

Risk: China's 99% tax

The scope is narrow — specialty chemicals and gases — but the political pressure on Japan's entire materials stack is heavy. Monaka itself is produced at TSMC Taiwan, so materials sourcing is not an immediate bottleneck. But the domestic Japanese advanced-packaging and 2nm ecosystem now has to wrestle with the tariff regime. As the ring aligns, a tax is being applied at its perimeter.
