The 500B Watershed — TSMC's First Half-Trillion Month Meets Taiwan's NT$300B State Chip Ledger

TSMC NT$514.8B, a NT$300B state program with domestic-EDA scope, and a NT$43B BOO framework — three ledgers, one week

The 500B Watershed — TSMC's First Half-Trillion Month Meets Taiwan's NT$300B State Chip Ledger

In 72 hours Taiwan crossed three thresholds at once. TSMC (2330) posted its first-ever single-month revenue above NT$500 billion — NT$514.8B (≈US$16.1B, +53.3% YoY, +10.1% MoM) — extending its record streak to four consecutive months. The Executive Yuan formalized a NT$300 billion (≈US$9.5B) program running 2024–2033 to upgrade national semiconductor core facilities and — the buried headline — build a domestic EDA toolchain by 2033. In the same week, the government activated Taiwan's first AI data center BOO (build-operate-own) PPP framework, launching NT$43B of initial projects.

Three ledgers opened on the same page. The foundry ledger: TSMC's Jan–Aug cumulative revenue now sits at NT$3.39 trillion, +39.3% YoY. The state ledger: NT$300B committed to chip infrastructure and, crucially, EDA sovereignty. The compute ledger: NT$43B for BOO data centers. Each was a separate story a week ago. This week they collapse into a single thesis — Taiwan is repositioning from "the world's fab" to "national computing utility."

The half-trillion headline hides a faster undercurrent

TSMC's +53% YoY is symbolic, but Taiwan's specialty, optical, and materials layer ran two-to-three times faster in August. Luxnet (6442, optical transceivers) posted NT$1.63B, +152% YoY, its second-highest month ever. HiWafer (2455, InP compound wafers for CPO) +71.2% YoY. Episil (3016, SiC epi) +57.8% YoY on a SiC price hike, hitting limit-up. Jinchengke (4768), specialty gas exporter to Korean and Japanese memory fabs, +93% YoY. Rong Hui-KY (6924) hit an all-time monthly high in AI liquid cooling, +85% YoY. HIWIN Mikrosystem (4576) +98%. Chenyo (6922) edge-AI +59%.

Two things tie this layer together. First, the revenue base is smaller than TSMC but the growth rate is a multiple — Taiwan's AI chain is no longer one stock, it is a widening spine of 30–40 specialty parts, materials, and cooling lines. Second, the demand is not domestic — Jinchengke's gases feed Korean and Japanese memory fabs, Luxnet's transceivers ship into US AI servers, HiWafer's InP feeds silicon-photonics CPO. Taiwan's specialty tier has been quietly re-labeled as "Taiwan's share of international AI infrastructure inventory."

The buried word in NT$300B: domestic EDA

The most misread word in the state program is its object. Headlines say "chip facilities." The cnyes reporting specifies the actual scope: national semiconductor core-facility upgrades plus development of domestic EDA tools by 2033. Global foundry — Taiwan, Korea, US — is 100% dependent on Synopsys, Cadence, and Siemens EDA. That dependency is the single point of failure under US export controls and any US–China contingency. TSMC can own the best fabs on earth, but if EDA licenses freeze, 3nm tape-out stops the same day.

Writing domestic EDA into a 10-year state program means Taiwan is redefining industrial strategy from "foundry champion" to vertical self-sufficiency: design → tools → fab → packaging. That is a different axis from Korea's fab-centric K-Semiconductor plan and from the US CHIPS Act (fab + equipment). It also implies M&A or JV flows into EDA startups and Cadence/Synopsys Taiwan operations well before 2033.

The BOO framework: Taiwan tries "compute nationalization"

The AI data center BOO PPP framework, launched the same week, is subtler. It is Taiwan's first template for putting compute — not fabs — on the national balance sheet via public-private ownership. It overlaps with Wiwynn (6669), whose August revenue hit a record NT$144.3B (+50% YoY), whose H2 capex is now guided to US$942M, and whose management explicitly told the market to expect 2027 capex higher still. Taiwan builds the hyperscaler servers, then absorbs the same compute back into a domestic BOO — a double-sided exposure that no other Asian economy has yet templated.

Why foreigners sold NT$50.3B on the same day

On September 10, Taiwan's three major institutional investors flipped to net sell NT$50.3B (≈US$1.6B), breaking four sessions of foreign buying. TSMC fell 1%, Delta fell 6%. Part positioning ahead of the TSMC print, part risk-off on Japan rate-hike jitters bleeding into Asian tech. But the signal is clean — the more records break, the more valuation hugs the ceiling. When targets like NT$5,000 for TSMC start circulating, "record vs. re-rating" becomes this week's real latency risk. For reference, the DDR5 16Gb spot sits at $54.33 as of September 11, continuing a firm uptrend from early August. Memory-layer inflation feeding into foundry-layer pricing is the mechanism sustaining Taiwan's specialty layer at +90% to +150% growth rates.

Positioning

  • TSMC (2330): The NT$500B line is cleared. Q4 becomes a valuation contest between CoWoS/2nm capacity and foreign profit-taking. Earnings beats are not the debate — multiple compression is.
  • Wiwynn (6669): Record month + US$942M H2 capex + explicitly guided 2027 increase + natural first beneficiary of the BOO framework = the cleanest read on the ledger convergence.
  • Domestic EDA chain: Expect an M&A / investment wave well before 2033. Cadence and Synopsys Taiwan-based teams are the likely first movers or targets.
  • Specialty layer: HiWafer (2455) InP, Episil (3016) SiC, Luxnet (6442) optical — alpha at a steeper slope than TSMC itself.
