The CPU Layer Repricing

For 24 months, the AI infrastructure capex story has been a GPU story. This week Bank of America revised its server CPU market forecast to over $210B — five times prior estimates — on a single premise: AI agents run their inference on GPUs, but the orchestration, context management, tool-call routing, and multi-model coordination that make agents actually useful still runs on CPUs. And as agent workloads explode, the CPU-side workload explodes with them.

The repricing was backed by earnings. AMD confirmed a surge in high-performance CPU demand and expressed confidence in revenue growth. Super Micro Computer's earnings beat sent AMD stock surging in sympathy. NVIDIA, AMD, and Intel all rallied together Wednesday after a series of blockbuster AI earnings prints. Then came the capital-markets tell: AMD filed a 424B5 securities offering on August 13. Intel filed its own 424B5 on August 12 and is separately conducting a multi-billion-dollar equity raise. Both companies are turning to capital markets to fund CPU and foundry expansion, not GPU.

The One-Sentence Justification for a $210B Market

BofA's 5x revision looks bold at first glance. The math is simple, though. Every H100 or GB200 rack in a modern data center needs a CPU node next to it. The moment an AI agent starts calling tools hundreds of times per day, querying vector databases, and orchestrating multiple models, CPU core consumption explodes. If GPU racks grow 5x, CPU workload grows 4-5x alongside. The market has been pricing the explosive GPU growth for two years while ignoring the CPU explosion running in parallel.

The tailwind favors both AMD EPYC and Intel Xeon, but share trends tilt toward AMD. Susquehanna forecasts GB300 ramping continues through Vera Rubin's release — and most of the CPU dollars attached to those Rubin racks flow to AMD. Foxconn's confirmation that it will start shipping NVIDIA Vera Rubin platforms in Q4 makes the CPU-layer demand immediate, not theoretical.

Meta's Counter-Direction Experiment — Bringing DDR4 Back to Life With CXL

The same week produced an equal-and-opposite signal. Meta announced it had cut server count by 25% by reusing legacy DDR4 memory through CXL (Compute Express Link). The engineering point: a hyperscaler proved it could dramatically improve data-center efficiency without buying new silicon.

This announcement carries two implications. First, in a week when HBM4 supply was so tight that NVIDIA is testing Rubin Ultra configurations as low as 192GB and stepping back to HBM4 — memory scarcity is now forcing GPU downspec — a CXL architecture that recycles existing DDR4 inventory strengthens hyperscaler negotiating leverage. Second, in an environment where Apple is cutting 2026 iPhone shipments because DRAM prices spiked 29%, Meta reduced servers by a quarter without buying new memory. Simultaneous service-margin improvement and capex reduction is a rare event.

DDR5 16Gb spot closed at $52.7 on August 13, roughly 20x its early-2024 price. That number simultaneously explains why new memory is so painful to buy and why Meta's asset-utilization play is so attractive.

Two Scenarios Playing Out at Once

This week's US semiconductor tape showed two contradictory scenarios running side by side.

Scenario A (Scale Wins): Capital markets reprice the CPU layer and supply fresh capital to AMD and Intel. AI-agent demand grows GPU and CPU in tandem. Foxconn begins shipping Vera Rubin. Data-center absorption hit a record 25GW in H1 2026 per JLL — double year-over-year. CoreWeave raises prices 25% and beats Q2 estimates. Scale answers everything.

Scenario B (Efficiency Bites Back): Memory scarcity forces actual GPU downspec, and Apple trims iPhone shipments. Meta compresses server count by 25% via CXL. CoreWeave signs a contract to run A100s through 2029. The depreciation curve of installed silicon extends, and new-silicon demand comes in softer than the current pipeline implies.

Both scenarios still require capital across the entire silicon stack. The difference is which layer captures the margin.

PM Positioning

We put AMD at the center of this note because it wins in both scenarios. Under Scenario A, AMD EPYC is the biggest beneficiary of a 5x server-CPU TAM expansion. Under Scenario B, AMD's larger CPU-to-GPU mix insulates it from the immediate memory bottleneck squeezing pure GPU designers. The 424B5 filing signals AMD is preparing to press this growth with fresh equity — a more confident capital raise than Intel's dilutive equity offering, which historically presages multi-quarter underperformance in mature semis.

At the memory layer, the divergence between SK Hynix and Micron is sharp. SK Hynix jumped 5.5% on August 12 and rallied 9% after in-line July CPI, leading the memory-chip complex. Micron, meanwhile, declined on fresh Chinese memory-chip competitive threats reported by Barron's. HBM exposure is deciding margin direction. SK Hynix's $720B Korean AI-memory buildout — reported by CNBC this week — is a bet that HBM demand outlasts the next capex cycle.

Zooming out: the real signal this week is that the next AI-infrastructure repricing round happens not in GPUs, but in the silicon beside, beneath, and around them. CPUs, memory, and the CXL interconnects that give old memory a second life are the new subject of pricing debate. And the companies raising equity this week — AMD, Intel, and every hyperscaler funding data-center absorption — are pre-positioning for whichever scenario wins.
